Do languages like c++, java, & python help any with web programming?
Say that there are two people. One is brand new to programming & the other is kind of experienced with languages like c++, java, & python. Would the person that knew some languages have more of an advantage at learning web programming than the new person? Can you use those languages in web programming? Or are the only languages that matter with web programming ones like html, javascript, and css?

Having any kind of programming skills puts you at an advantadge over someone who is new to it. There's a lot of overlap between languages so you always benefit from knowing them.
But yes, you can use Python and Java for the backend. I recommend the Django framework for Python, it's wonderful for making websites and Python in general is versatile enough that you can do almost anything.
