First what basic programming language/scripting skills do you have, if none, I advice you have basics in HTML, JS, CSS and PHP. if so you could use any frameworks(WordPress, Drupal, Joomla, etc), to develop CMS sites but if you don't want to start from scratch, there are Open Source CMS framework built on other framework to jump start you development of a CMS

i have skills in html 5 and css3 or js but in php a i know basics ..for creating dynamic website ...i know connection of database but don't know about integration of database..
