PHP necessary or not depends on what field they choose in web developing. If they are back end developers then PHP may help them or if they are front end developer then css and Js are their best friends

See, when it comes to file handling at server, PHP is must. JS is required to add interactivity and ease of use, and so is Ajax. CSS will be needed for styling and beautification.
