I came across a question in html and i think it should be removed

i challanged someone to html and i saw this question:
Can html be used to write JavaScript
A. yes
B.No
I chose yes and it was wrong
this question is not clear enough because html can technically be used to write JavaScript because we can use the html tags in a .js file. I think this question should be removed. what do you think?🤔

You cannot write JavaScript with HTML, but can put HTML in a JavaScript programme.

Technically it is correct, just as you might see some CSS in HTML doesn't mean you can use CSS to write HTML.
