If you want to go for serious/professional web development, you should first try out and decide of you want to focus on front- or backend. If you start working at a web dev agency or so, front- and backend will be split up in your team. It is still good to know some basics about the other area (frontend basics if you go for backend).
For frontend, normally always CSS, JS and HTML are used.
The backend may differ. For example: PHP, NodeJS etc.
So if you decide to do backend development, you should learn your backend language of choice and also get to know the frontend basics.
For tools, you'd have to have a decent IDE, for webdev I'd recommend PhpStorm,
a local testing environment like vagrant or docker and version control as in Git.
Good Luck :)
