Xamarin or ionic

which is better to develop cross platform apps xamarin or ionic, depending on your experience

They are very different tools. Xamarin is low level and requires that you understand some core things about compiling and using the native API's. There is Xamarin Forms which is a bit higher up but has its faults too. Ionic is very high level and is HTML/JavaScript based so it will produce a sub par result in some cases.
