Is courses in sololearn enough to be a programmer and make an application or its Basics of any programming languages?

Hi Malek,
It probably takes a solid one or two years of experience before proudly, and with confidence, call yourself a (knowledgeable) programmer. Sololearn is a great starting point. Here, you learn the basics, and expand your knowledge as you continue to use the app (or website).
If you really want to expand your knowledge, go on dedicated forums and websites for one particular programming language. Google information about that programming language.
You've listed C# as a tag. Microsoft happens to offer a (I think free) course on C# that expands beyond the topics on Sololearn.
