GTA V specifically is made in RAGE engine, an engine made by Rockstar Games, which can't be used by anyone else. If you want to make similar games, you should probably use Unreal Engine 4 or possibly CryEngine. You could also use Unity, but I wouldn't recommend it for an open world game as it cam be limiting. Both Unreal Engine 4 and CryEngine use C++, while Unity uses either C# or JavaScript. Unity engine is completely free, as long as you made under 100K dollars in a fiscal year (that's a REALLY large amount of money for an indie developer). UE4 takes a percentage of the total money earned (I believe it is 3-5%), but is otherwise completely free. I am not sure for CryEngine, but I remember you have to pay to use it, but I think they made it free recently, although I'm not sure.
