windows programs that let you use graphics

I want to start on adding graphics into my programs, in a drag and drop way not the kind where you code every image. I want to know a program that does that since visual studio doesn't anymore. I hope that makes sense but I know some of you know what I mean.

You can use SFML...that let you acess OpenGL image manipulation and you can create drag and drop system with it...also for Qt...
