Is HTML and CSS enough to become a web designer?

I can create pretty good sites with HTML and CSS but i cant learn PHP and SQL so i need answers..

Believe me when I say some experts in PHP and SQL thinks CSS is hard. It's just a matter of perspective. Perhaps if PHP syntax feels too cryptic for you, you can start with Python to get a better grasp of algorithmic programming? JS also pairs well with HTML and CSS, so you might want to try JS (it is also well-known for being easier to learn compared to other low level languages.)

That's pretty much all front ends of webpages HTML and CSS, apart from the interactive parts which come from javascript. HTML and CSS can take you a long way.
