of course...game development is an area of programming...games are programs...but dont focus on game programming right now...learn well The basis of programming and then go to some graphic library that help you to make games....I use SFML...and I totally recommend it

Yes and No. you can make one without touching code but it will most likely be terrible when revisted. UE4 uses visual scripting which allows you to do nearly the same things as programming features in c++. The disadvantage comes when you have large complex objects and have to add a feature to the system you created. It might not be nessesary but it's recommended you know it otherwise the beauty of visual scripting won't prevent you from writing terrible systems you'll get lost in.
