It is optional. You can start off with C++.

I think every programmer should learn c++ and as soon as possible :D, after you learn c++ everything becomes more clear, tho c++ is the most difficult to understand in my opinion.

You may learn C++ without learning C if you like, but since C is essentially the basis for C++ (C++ was originally intended as enhanced C), having some knowledge on C will help you better understand C++. In fact, most C++ compilers can also compile C codes. That being said, however, there are still a lot of differences between the two despite similarities. So in the end, I suggest that you learn C++ first and then compare it with C afterwards for reference.

Start with C, it is simpler and smaller. Knowing C as a first language will help you heavily on understanding other languages and programming itself. Then after that learn C++ or any OOP language.

C++ is C without POO. It would sound logical to learn C then add POO with C++.
POO and procedural programming are rather different views.
But if you don't plan to use C, you can learn only C++.
