If you want to create your own language, you'll need alot more than that. And since HTML/CSS are all what you have, i suggest you start learning programming languages such as C or python or java. and in a few more years, i believe you'll be able to have a clearer vision on what your next step will be. i'm not saying you can't do it sooner, but that's just how normally it should be

alright. first of all like i said you need to know plenty of programming languages, because language design is a very big topic and if you want to know how to design a language you start by thinking about what does the language you already know not have. Not only that, but you also need to have enough knowledge about computer chips, operating systems, implementation and design of applications, libraries, instruction sets... etc.
