Is JavaScript actually the base structure for Websites?

This is a question running 100% of my CPU-brain... My statement: JavaScript can create CSS, change CSS... JavaScript can also generate HTML elements, change content. It can detect the visitors window... Isnt JavaScript considered as the base structure for Websites?

As you said: "js can CHANGE html and css". I would say that js are telling html and css what to do. It's odd to use only JavaScript to build a page. You will meet problems.
