Desktop, android, iOS app -> C# Web -> php You have to learn first html, css, javascript than php.

if there is a good c# backend framework I would go for that, but I don't know if it exists. php is more popular for backend, but is a worse language.

To create websites in C# You'll need to use the WebApi: https://docs.microsoft.com/en-us/aspnet/web-api/overview/getting-started-with-aspnet-web-api/tutorial-your-first-web-api But I would personally prefer PHP, because a lot of companies use PHP as a back end language, because it's meant to be one.
