ADD String to URL

Question

Hello can u tell me how to add a String to the end of the URL without having to reload the page? Like a standard "?lang=". And a further question, what do u think is the best way to realise a multilanguage based website. I just use sessions and cookies in combination with multiple files containing the translated strings. Is there a better way?
