static web content content doesn't change, only for display dynamic web content content will update info in certain period

Well, the static HTML is an opposite of dynamic HTML. In fact, when you create a HTML page (like here in HTML and CSS courses) and upload it to the web server, this is a static. Because the view of it''s content by clients in browsers will stay the same, all time. You can change it only, to handy rewrite this page and again upload to the web server. The opposite in dynamic HTML - the view of it''s content by clients in browsers is changed very often, due many events. These are many of profesionals web pages. Eshops, e-banking, e-mails in webpage, chats, web page with forms, news servers.. But it must be programed more than HTML + CSS. Usually in backend - like PHP, or at least with javascript..
