From what I can tell from your profile, you've barely even touched the surface of C++, maybe on chapter 1 or 2 still? You learn just like you learn anything else; study and practice. So read through the C++ course, practice it. Read through it again, write down what you still don't understand. Research/study the things you still don't understand. Practice all of it some more. Repeat process until you've learned it. If this is your first time learning, maybe C++ is a bit too much on you. Give Java or C# a shot first and see if it goes smoother for you, then revisit C++ later when you have a better grasp on the fundamentals of programming.
