You can do it through visual studio or got to MonoDevelop website where all the thing required for the IDE are stored http://www.monodevelop.com/

Quantum is correct. If you have Visual Studio 2017, you can use Visual Studio Installer...under Visual Studio you click Modify and all the installation options show up. Under "Mobile and Gaming"...click on "Mobile Development with .NET". That will include Xamarin to get you up and running.
