learn tensorflow... learn from udacity.com there is lot of resources.
youtube channel=siraj navel there you find good resources to learn machine learning.
choose language = python is prefered
Learn scikit library.

if you process machine learning with image processing then you must learn OpenCV.

IDE. anaconda spyder are useful python ide's for machine learning
