Is it possible to build a form database app that would work in android, microsoft and ios?

I want to build a form database type app, but i need it to be compatible with these systems,

The most platform independent is web, it requires a web browser only, and since each of those O/S has a common browser than it will work. Second to that would probably be Java, but I don't know for sure if iOS can run Java applications.

Other option would be to develop the app for each platform, as many app developers has done all this time, as you can see, there's Facebook for Android, iOS, each has platform target of their own.
