for web design you can use the free version of bluegriffon, or aptana studio. but if you are going to do serious work with web dedign i would recommend notepad++ for the coding part and gimp for editing graphics. bith are free/open source.
the reason for notepad++ is that it uses code highlighting for many languages (html, css, js, php etc.). and gimp offers near photoshop features, very powerful for a free program.
another reason: you can use both notepad++ and gimp as portable, dont need to install them on your pc.

I really fell in love with notepad++ and Sublime text editor
I have an old mac and a new pc.. installed eclipse for js on the pc.. it totally sucks, compared to Sublime wich runs on my 2006 10.7 mac
Sure, there could be debugging and line number highlights.. but still text editors rock!
I still prefer eclipse for C++, but web.. only text editor

But what about VSCode or Brackets. I know that it is not IDE, but it has many functions for coding.

well it depends on what you need the ide for. programming? web design? and of course if you want free/open source or willing to pay for software.
