Why did making Programming Language is hard?

Why making our own programming language is hard and rare?

because with complexity comes precision. By making it a bit hard we can program computers to do many more things.

because computers are made this way, they run using machine codes & have specific commands to do specific things. Now if you remove those complex things you may not being able to do many things.
