Are initiating and receiving challenges connected?

Question

I seem to only receive as many challenges from strangers as I have recently initiated. if I initiated three in the morning I will receive three random challengers that day and none more until I initiate new challenges.

Are users only available as targets as many times as they target others in challenges? or am I just seeing a random correlation?
