how to comment on other peoples code in desktop

I can't find a way to do it. There are major differences between website and app.

Desktop seems to be stripped of most social features. I have a DeGoogled smartphone and I don't want a bunch of apps on it. So I basically only use Desktop.

It would be awesome to see more of the app features on Desktop. Especially in context of being social.
