in Windows, just copy your program (or better, create a shortcut to it)in the startup folder c:\programData\Microsoft\Windows\Start Menu\Programs\Startup

For a USB on windows you may be able to use autorun.inf file.

note that enabling your pc to autorun software from usb stick is dangerous from a security point of view.:-)

I do realize it is not safe from a security pointo of view but im a pen tester so im using it to install programs from a usb that will install the software I will be using to try and break the customers security
