AFAIK a normal resume when u create you do it in a normal word processing editor which allows you formatting and inserting images and make is visually attractive.. but when you want this created resume to be visible on internet you will see it as a file
but when u create a resume using html in any simple text editor u can attach a link to that resume and it will be visible as a webpage... and u can have all the formatting that a resume has by using html tags and css styling..
