Deleting questions?

Why are users allowed to delete questions with answers? And how is everyone affected?

Some users are asking the same questions over and over then deletes the older threads.
It does not seem that they want to learn how to resolve their issues more than they want someone to do it for them.
e.g. Calculate the date of Easter
