Honestly, I am not 100% sure. I apologize for the delay in the response, but I have been doing a lot of thinking about this and I am not sure. I think it really depends on the language you want to code it in and finding the best software for coding that language. Again, I apologize for my junk answer. I just don't want to make a suggestion unless I can back it up.

Now, can you give is some more details on what you are trying to do? What kind of software are you looking at designing? Is this just a general question? Are you focusing on Windows, Apple, Linux, another OS? Are you really programming in C or waz that just put to have a tag on your post? All of these things play factors in to the recommendations we give.
