How can I practice a server side programming language? (PHP, mySQL, etc.)

I want to be able to learn and practice back end programming but I don't want to pay for access to a server. Is there anyway to get around that?

sure. you can download and install xampp (apachefriends.org). it installs a server and mysql database etc. happy coding!
