To make it simple: Angular is JS codes.
It just uses JS bundled all the functionalities like DOM access into JS modules, we called that JS framework.

Some developers which are good in JS, they build their own JS functions, rather than rely on fixed build-in Angular JS functionalities

It will be good that you learn Angular 2+. Angular js is already outdated
