How to select a range of image by click on it ?

I have an image and i want to select a range of that image by click on it .
exemple : i have an image of a cat and i want to select the eye of the cat by click on it .
is that any way to do it with javascript ?

@ Limitless I want to insert an image of a cat for exemple displayed in the browser if the user click to the eye a border shown around the eye
