To simplify it, networking is the support system allowing any computer (includes smart TVs, gaming systems, phones) in the world to talk with all the others. There are lots of pieces that make this work such data communication, security, name servers, data servers, routers, and modems.

it's a good question, I found it very hard and still find networking programs complicated.

I remember failing in my networking course too, it's something that I am still scared of ( sockets in C).

I have good overview of data communication, OSI layers , but when it comes to computer networks ipv4 , ipv6 , subnetting , packetization , routing protocols , optimization, I don't have much idea.

is it important for a programmer ,( specifically a web developer) to know network programming in depth.

which are the topics in networking that should not be avoided?

In networking you learn about protocols, the internet, topologies, IP addresses, subnetting , different devices needed for a network, the type of networks available, the different protocols available and what they do like that of FTP(file transfer protocol), HTTP. You also learn how to use tools like that of cisco packet tracer if i remember correctly. I would suggest searching youtube for beginner lessons on it hey.
