First, you need a text editor (notepad++,atom,sublimetext) for editing the .php file. Than download xampp and install it. Navigate to C://Yourname/xampp/htdocs and create a new directory. Create .php files in the directory and start the xampp control panel and start the Apache and MySqQL server. Open your browser and type "localhost/YourNewDirectory/yourphpfile.php".
Done.

if you just want to learn, registraete on c9.io for free,
create a new project select name, select PHP,
open the .php file (2x click on left file manager)
and you can see a run project on the top center of the page, and you can see a link in the console
Then if you want to offline there are 1000s of free programs
