Is it possible to have an IMG file editable live over a website?

Hello there,
Is it possible if I add a live image map to the website and it can be edited live via the website using PHP/CSS/HTML/jQuery?
The image is https://i.imgur.com/g1YDSIy.jpg

if you mean editable like editing in photoshop, there are already websites which do that, although I never had the idea to look what technology/programming language they use.
