How could we improve this forum's quality?

The forum is very unorganized and people tend to ask questions that are answered in the courses, also questions that have been asked in the past several times. In what way could we improve the quality? I think there should be categories for each languages of the course and also an "Other languages" and a "Language independent" category. What are your ideas for the improvement of the forum?

Many of these guys and gals are just starting out and are not as apt as far as say "shoutmeloud", "discourse", ie just to name two of many... And they too, get bogged down with repeated queries. I understand there should be a better way ie by classes say JAVA JavaScript and so on, by advancements say teir1 teir2 and teir3, by age groups with teir levels maybe?...

@Don't Mess With Texas Have you provided a feedback to SL? I also feel that we need more users weighing in on this issue. That said, restructuring the Q&A section would be a huge change and it wouldn't happen overnight. I think all we can do is reflect to SL and hope for the best.

@Jonathan I didn't know that, that's a good thing indeed, still though categorization should be better in my opinion.

Some people ask questions only to get the badge and points. . they don't care if the question was asked, or even, they might ask a typical question just because it proved attracting lots of answers in the past.
