It’s better to learn without IDE at begining and once you get good at it you can try an IDE as well.

I use these IDEs
Mostly
Visual Studio
- multi language support
- C++, Python, C#, Web projects ( creating your own template feature 👌)

In my opinion if you are a beginner , you should probably code in notepad. Don't use IDE in the beginning. But if there is any "Beginner specific IDE" for your language , you should try that.
The reason is that most IDEs are quite complex and you will have a hard time trying to understand what its features actually do.[personal experience].
After you know sufficient about your language, you can use an IDE.
Remember that most IDEs are made for developers!

First learn without IDE and try to understand basic concepts, if you don't know basic things you can't move to next level.

in my opinion, trying to learn without an ide is like trying to dig a hole in a mountain , using a spoon!!!!.
y give urself ahard time?! ..... when u can use an ide to help u learn faster (by telling u where ur mistakes are!)
