To answer your second question, in theory, if not using any external libraries, you would have to write a definition for each word in the English dictionary.

Fortunately, there are many free dictionary libraries out there, made to be used with different programming languages.
Just Google 'English dictionary API + <your programming language>' and you will find much better detailed information.
