Currently I would choose JS. With the ecosystem that JS currently has you can use it in the Frontend (React, Angular, Vue, Modifications to the DOM, etc) and you can use it in the Backend (Node.js + Express) without any problem. PHP has a bad reputation on the web, but still has its supporters within it. Currently has some frameworks that have given a new appeal to the language. But it is not something that you must necessarily learn (at least with all the technologies that are available at this moment), and if at some point you need to learn it I am sure it will not take you long to do it.

I thing PHP. Because PHP can connect to your database (server). Most of it's concept are similar to JS. Most of the web in the world use PHP (About 80%).
