yes there are some free hosting and domain services but there are some limitations on free account to get all features you have to get premium to get your website you will have to build the website then host it and then buy a domain name.

Self hosting is an option but very, very risky. If you want people to find your ip then be my guest. But apon buying a domain, get one thats cheap but secure. like 1and1
