Android supports java natively so android studio's will work well for java. However developing on a android device can be tricky.

Windows also oftern come with the Java Vertual Machine (JVM) installed but you may have to install it. Note you will also want the Java standard development kit (SDK). I would recommend starting on a windows system because this will enable you to develop for both windows and android.
