yes...using eclipse or android studio

it will definetly help a lot but you won't be able to make a fully functioning android app. Don't worry if you watch some youtube videos you will learn the missing things and be easily able to write android apps. As for the software I would recommend you android studio or intelij idea those are both free good looking Programms and you can make anything with them
