So... Adobe Photoshop and /or Illustrator are industry standards for graphic designers to design the creative elements such as styles, colors, typography, grid layouts for different view port widths, etc. They use these tools to create interactive prototypes to further vet the usability and user experience.
It is from the designs that developers can begin coding towards. Although not every project has the luxury of working with such predefined designs, it's quite amazing on those that do.
Another great tool is SketchApp. But that's only available on the Mac.
You should look at other tools for wire framing like Balsamiq Mockups, Axure, Invision, Draw.io, and Creately.

Michelangelo What is an ACE license?

You shouldn't do that if you want your site to be included on search engines

Hasna Arabi not necessarily see aside from Adobe Photoshop Adobe has another useful website editing software called Dreamweaver; that could correspond with each other if you save the file from Photoshop as an HTML document.

Hasna Arabi you're very welcome I'm so glad to help out

Oh wow... LOL... I've had a Creative Cloud subscription for years and didn't even realize that existed. Thanks for clarifying.

well I have my ACE license and I have to highly recommend you not do this. I mean it's possible but there's a lot of disadvantages of doing this. Like Toni Isotalo was saying your website would not be searchable on any search engine. Of course, Hasna Arabi if you are speaking in terms of hobby and not to create something serious then I suppose it's okay to learn but I wouldn't get a custom to these habits.

Michelangelo and Toni Isotalo thanks for informing so guess it's only a good tool when it comes to put together images nothing else

you're very welcome, and yes I have a subscription for the Creative Cloud as well. Here is the link for the exams. https://training.adobe.com/certification/exams.html#p=1 they are a bit pricey if you tend to get multiple ones.
