If your site is static, I highly recommend using Github Pages. It does not have the disadvantages that most of the services of free Hosting can present (especially the availability of the page and the one that will not include advertising on your site)

With respect to the domain, you could use any of those offered by Freenom

as Mickel Sánchez said GitHub and freenome would be good starting options.

few notes regarding them.

first you make your GitHub page ( only one per account but can add any no. of subdirectories) .

then you get your allocated domain name from github pages,

now if you want free custom domain names then freenome is good options, but note that by using free domain names you d have to give up the Https ( secure) from github

since .tk , .ga etc extensions are not secure so not advisable to host any sensitive data over it.

Google for free hosting for the language you want to program in. There are several out there. Many free hosting places will give you free subdomains. Like yourname.hostingcompany.com

Also domain names aren't free. GoDaddy.com frequently has $0.99 sales for a 1 or 2 year registration. Most .com names are going to be $9.99 to $19.99 a year.
