Code::Blocks is amazing. The code complete is cool, and you can run your code straight away.

Code::Blocks hasn't been updated in forever, and still comes with GCC 4.something, when version 8.0 will be soon released and 6.x is the last supported version. My advice is this: use Visual Studio if you absolutely need an IDE, and Cygwin if you can live without one.
