Is it best to set a background image in CSS or HTML

Question

I noticed you can set background images in both HTML and CSS, but CSS had attributes like "fixed" background whereas HTML has things like "alt" . Which one do I use to set a background image for my HTML website?

I'd use CSS for background images. With JavaScript you can create an alternative textbox. Markup and design should be two different things. I prefer it.
