Is Adobe Dreamweaver helpful for beginners??

Depends what the beginners objective is. If they're trying to build websites without wanting to know how it actually works or how to code it themselves, then sure it's useful because it's a drag-n-drop builder. However, you're bound and limited to it since you wouldn't know how your website works under the hood. Personally, I'd take the time to learn how to actually create websites, from the design to the coding/scripting. This provides you with a better understanding of it all. It allows you to create things that you wouldn't be able to create with a builder. Allows you to fix things that may occur. And, potentially, provide you with a cleaner means of doing your code. In the end, it's completely up to you and your desire to learn how to code. If you've no desire to learn how to code, but you simply needed to get a website created for some other purpose, then it's a quick means of accomplishing your task. Disclaimer: I haven't used Dreamweaver or Frontpage since the late 90s, so I've no idea what they're like today or how useful/useless they are today.

I would say yes, because it does all the heavy lifting on regard of code for you, and you only would have to focus on learning the graphical interface, which usually brings templates and code snippets with ready to use functionalities, but I also recommend to learn at least the basics of HTML, CSS and Javascript to have more control over your project.

I used it about 6 years ago. As for me now Atom/VSCode is fine. May be there are new cool features for Dreamweaver, idk. If you have just Adobe Photoshop subscription, you don't need Dreamweaver. If you have all apps subscription, try it then and compare. At least it is not free, so you may interrupt your development workflow in some nice day if you forget to pay for it. Also you can watch some showcase/demo on youtube or tutorials and then purchase if you like.
