What's more productive? Opinions wanted.

Question

Previously I've made small sites, usually top to bottom as i see them in my head. On the one I'm currently building though, I'm writing all the HTML first, then I'll do css, then JavaScript.
Which way is more productive?
How do you like to build yours?
I'll gladly read any opinion, I like seeing hiw other people do it.
