Yes, hacking can be part of programming. Companies and devs have to test how good a product is. What it boils down to is essentially privacy laws that get in the way. Some say illegal but yes companies will hire security knowledge if they want to stay afloat though most often they will not say. Dont get resource's from mainstream media as it can be inaccurate.
