Yupp... it is very easy to build websites.... You can use text editors like Sublime Text or Atom.....

You can install Xampp server on your machine to run your website on Localhost.....

When you think your website is ready.... You need to get a Domain and a Hosting online.... then upload your files on the Hosting..... so that your website is visible to the world at your Domain.....

You can get Domain and Hosting at sites like GoDaddy and NameCheap......

PS- You sholud have knowledge of HTML and CSS for building basic website.... furthur you can learn JavaScript or Python for adding functionality..... And then Php n sql for adding backend.....
Frameworks like Bootstrap make the designing easy....... :)
